If you do not have any third-party addons installed, please open a bug report so the developers can look into this issue.

7.3 is the most recent PHP version with which vBulletin 5.54 has been made to work.

vBulletin 5.5.4 has basic PHP 7.4 support in anticipation of its release in December.

However, the reported issue is simply a Notice and not as high priority. We recommend that live sites have notices and warnings suppressed in the error log and display. They won't cause issues with the operation of the software.

Should we upgrade to PhP 7.4 if we are using vbulletin 5.5.5 ?

There is no requirement to do so. . The minimum requirement for the 5.5.X series is PHP 7.1. The minimum requirement for vBulletin 5.6.X will be PHP 7.2.

I only see two changes in PHP 7.4 that could benefit vBulletin at this time. 1) You can specify a list of files/classes to load at PHP startup to keep in memory. If you use PHP_FPM, this probably doesn't provide much benefit. 2) You can create Argon2ID passwords with the Sodium library instead of having to install the Argon libraries.

Still happens. Now at php-7.4.2RC1 vb 5.5.6 and I get:

[Fri Jan 17 18:01:10.197154 2020] [proxy_fcgi:error] [pid 27174:tid 140134800365312] [client x.x.x.x:xxx] AH01071: Got error 'PHP message: PHP Notice: Trying to access array offset on value of type bool in ***/core/vb/api/route.php on line 209PHP message: PHP Notice: Trying to access array offset on value of type int in ***/core/vb5/route.php on line 184'

When you google "PHP message: PHP Notice: Trying to access array offset on value of type int in" you get:

              https://core.trac.wordpress.org/ticket/47704

              Please fix.

This notice issue will be fixed in 5.6.0. However, if you have display_error turn off on your production server, this issue should not affect the end user. It is merely a PHP Notice.
