Add Banner Below the Navigation Bar?
how can this be done? I tried the "ad_navbar_below" template with some HTML for a simple image, nothing worked,

    thank you

There is no ad location below the navigation bar. There is no ad_navbar_below template in vBulletin 5.

One thing you can do is create a template hook to display an Ad.
    1. In the AdminCP go to Styles -> Style Manager.
    2. On the Choose Action drop down for you style select: Add Template.
    3. Give this template a name that you can remember for the later steps.
    4. Put your Ad Code in the Template's box.
    5. Save this template.
    6. In the AdminCP go to Products & Hooks -> Manage Template Hooks.
    7. In the Hook Location, set the value to header_before_notices.
    8. Give it a title that helps you remember what it does.
    9. In the Template Name field type the name of the template you created above.
    10. Save the template hook.
Your new ad should show between the breadcrumbs and any notices you have on the site.

You can also use the Ad module to create new Ad locations and modify the advertisements directly in each module.

You would have to make sure your ad's HTML, CSS, and Javascript handles this if necessary.

Most mobile devices will actually resize an image to fit the screen if you're using the standard <img> tag. However, you can show different images altogether based on the screen size. The most concise way would be to use Media Queries in CSS or the newer srcset attributes in HTML/CSS. Or a combination of the two.
