I do not see "Version Info and Other Untouchables" as an option after setting into debug or before for that batter using that path in admin

If you're storing your attachments in the file system, you will most likely need to update the path to that directory in your system.
    1. Put your site into debug mode.
    2. Then in the AdminCP go to Settings -> Options -> Version Info and Other Untouchables.
    3. Set the File Attachment File value to the appropriate location for the new server and domain.
    4. You will probably have to update the Avatar File Path as well.
    5. Do not change any other values.
    6. Turn off debug mode.

By "Reinstall" do you mean a complete reinstall or did you merely migrate the software from one server to another?

What image library are you using? Settings -> Options -> Image Settings in the AdminCP.

How are you storing your attachments? Attachments -> Attachment Storage Type in the AdminCP.
