It shows the generic error of "That action could not be completed. Please try again, and if this occurs again please contact the system administrator and tell them how you got this message."

What is the username that you're trying to initiate chat with?

It's not a chat session. It's viewing a PM using the dropdown from the top of the page. It pops up in this window. It doesn't matter which PM or from which user. In this case of the example above the username was "flogalen". But I don't see how a username would make a difference. I just noticed that it also happens if i click the "Messages" dropdown in the top border and pick "Send new Message". It pops up with the same URL but without the messageid and shows the same error message.

Then you have a template that is incorrect. Please upload the /core/install folder and run upgrade.php again. It needs to complete step 22 on the server before you delete /core/install.

Okay.. I tried that. It did all 22 steps. Still getting same error.
Img1 shows that it completed step 22.
Img2 shows that the admincp home page says nothing about templates needing addressing
          Img3 shows the generic error
          Img4 shows the debug error.

Just as a double check...does the admincp confirm that when you log in?
It has been known for a lower version to show there due to other configurations.

We would need a support ticket through a support contract. In the support ticket, you need to provide access to the server via SFTP, access to the database, and access to the AdminCP. The issue is we simply don't know what is causing the error. It is something in a template or BBCode. So any variable that isn't properly parsed on any template used on that page can cause the issue. The error doesn't tell us which one.

In the meantime, you can disable the vB Messenger functionality under Settings -> Options -> Private Messaging and vB Messenger Options. This will prevent users from experiencing the bug.

Just to be clear. you can make that ticket in the member;s area at https://members.vbulletin.com. Go to the Support Tickets, and create a ticket. Include a summary of the issue, a link to this thread, and in the sensitive data box include the credentials Wayne requests. (I make this post because someone falsely believes this was us ignoring a request for support by someone without a ticket support plan.) I can understand if it seemed that way but it was/is not. People without ticket support can still create a support ticket when forum support proves impractical for resolving the issue.
