You can import individual theme files in the AdminCP under Download / Upload Styles.

Wayne nailed my issue. Thank you!

The issue was my host has the php_value max_execution_time was set at 120 and were unwilling to temporarily up it, and wanted me to move the site to a VPS, from a shared server (not an option).

One of the options Wayne gave me for instructions was to remove themes, which work and allowed the update to complete.

Can I find that in admincp, the language superadmin is using?

I have the site backup and running.

Make sure the super administrator listed first in the /core/includes/config.php file is using a language that exists in your database.

Did you delete the default English language from the AdminCP?

Ok, I deleted 13 themes in admincp and the corresponding themes in /core/includes/install/themes.

    Then I ran the install script again and received this message;

    Startup Warnings

It is advisable to resolve the following issues prior to continuing with the install. To check that the issues have been resolved, hit "refresh". To continue without resolving the issues, hit "confirm":
    • Following is a list of files that are either missing or contain unexpected contents. The most likely cause is that all of the files from this release have not been properly uploaded. You should resolve this error before continuing.
      /install/themes/vbulletin-theme-blackred.xml - File not found
      /install/themes/vbulletin-theme-blue-green.xml - File not found
      /install/themes/vbulletin-theme-blueyellow.xml - File not found
      /install/themes/vbulletin-theme-cool-blue.xml - File not found

      /install/themes/vbulletin-theme-stripes.xml - File not found
      /install/themes/vbulletin-theme-wood.xml - File not found

Refreshed, then selected "Confirmed", at which point in ran for a bit then returned the below fatal error.

    Fatal Error Occurred

It does not allow me to delete any of these in admincp. I assume its while in install mode, site closed. Is there a work around?

There are two ways to solve this issue.

    1) You can increase the max execution time in PHP and the corresponding value in your web server configuration. However, this can increase resources for the entire server.

    2) Delete themes that you are not using from the AdminCP and their corresponding directories in /core/includes/install/themes before running the upgrade. This will limit theme choices but speed up those last few upgrade steps.
