How to add a navbar to a specific channel?

Not at present no.

In site builder you click on the navigation bar section and then there's two boxes. The ones in the right hand box are the subnav links of whichever link is highlighted with a blue arrow in the left hand box.

Not the main navbar no, but you can set a specific sub-navbar for when you're on that page. Indeed, that's how it's designed to work.
