Disable Image URL linking

I only want members on my forum to upload the images to it.

How can I disable the URL in Image info in the editor and the image button. I want to keep the upload to server.

You can hide the "Image Info" tab via additional CSS:

#cke_150_uiElement {
    display: block !important;
}
#cke_info_144, #cke_143_uiElement {
    display: none !important;
}

But that won't prevent them manually using the [img] [/img] bbcode.
