    User "test" exist in 4.2.3. Primary group "Administratoren". He was able to create new users by using AdminCP
    Upgrade from 4.2.3 to 5.1.9
    In upgraded 5.1.9 user "test" can also create new user by using AdminCP
    Now i change user "test" from Primary Group "Administratoren" to Registered Users and save.
    User "test" cannot enter AdminCP. (OK)
    Now i change user "test" Primary Group from "Registered User" to "Administratoren" and save.

    Result: User "test" can enter AdminCP but see only the rights more down. He is not able to create a new user.

    Also if i create a new user and set him to Primary Group "Administratoren" the new user has only following rights (picture down)
    Question: Correct like this?

    You have to assign individual administrator permissions in admincp / usergroups / permissions. Only the ID1 administrator account (the one created when doing the initial installation) has administrator permissions by default.
