    You've verified the file is there and is readable by the web server user?

    If not, reupload the file.

      Hello Wayne, yes, I checked and I uploaded again, but failed. I'm using version 4, because I could not use the VB5.

        vBulletin 4 doesn't have a /core/ directory. If you're receiving the error under vBulletin 4, you'll need to remove all files and then upload the vBulletin 4 files.
