If you're trying a clean install, try deleting the database you have created and setting up another one 9make sure you change config.php to match).
    Does the same problem occur?

I did try that mark and came up short handed they are going to move me to a different server because the data base is not connecting thru the cpanel or is what i am being told. this is getting tiresome to be honest.

MySQL error 1005 means you don't have CREATE permission to create tables into MySQL.

It sounds like you don't have the CREATE permission in MySQL.

          Edit - utterly Ninja'd

Not sure mark the host worked on it for 12 hours straight and could not get the sql data base to be seen by cpanel however phpmyadmin could see the data base but I have no way of deleting the old one at this point I am stuck waiting for them to get me a new hosting server set up .. .

If your host is struggling for 12 hours to get a straightforward MySQL setup in place then it might be time to consider a new host.

yeah that would be the normal route to take but I have paid this in advance for 12 months and no hope of a refund..

Sometimes it's still worth cutting your losses. I don't honestly hold out much hope if what you say is correct.

I'm not normally in the habbit of saying this, but if the webhosting company isn't delivering the services paid for, over several days, I'd advise asking for a refund, if you can't get a refund, I suspect you could get a charge back with your credit card company. But it should only be used as a last resort. I'd say they should at least refund you for the time left.
