These are called using css sprites, in this case the file core/images/css/sprite_icons_vb.png

You can build your own sprites using an online tool like this: http://spritepad.wearekiss.com/

It will give you the CSS you need. You can then update the background style variables in the AdminCP to use your new sprite with its offsets and sizes or you can overwrite the CSS directly using the css_additional.css template.

You can also update the variables or CSS to use individual images for the backgrounds.
