rss active but can not see. how to activate rss feed?

Make sure you have upgraded to 5.1.0 -- the RSS feeds weren't part of 5.0.5 or earlier.

What do you mean by activate? Just setting that value to On should show the RSS Icon next to the Forum Title of every Forum that guests can view. If guests can't view your forums, they can't view RSS.

In order for RSS feeds to work the forum has to be visible to guests.
