Can`t Create Blog and Upload Attachment

Hello, i have logged in as user to my forum, and try to create blog.

But when i click +Blog Entry , it always shown erorr : Sorry, you are not authorized to view this page. I have checked all permission at admin cp, all fine. Can you help me to solve this problem ?

The second problem is, user can`t upload attachment. The problem is, at one of sub forum, they can upload the attachment, but at another forum they can`t. I have checked all permission, there is no problem. the erorr message is "You are not authorized to create this post.". Can you give me some suggestion ?
