    If you don't have anything in there yet, you should delete the forum, and re-create it.

    Why is there a # in the link?

    # means everything after this is a named anchor on this page. All such a link will do is go to that anchor or reload the page if the anchor doesn't exist.

    Can you try creating Technical Issues forum from scratch, but without a category (so it's the same as the other forums)? Does the link work then?

    So you created the forum via the Site Builder and then did you change anything with it afterwards (the name, type of forum, move it, etc)? I don't even see a forum called Technical Issues on your Forum home page. Is it hidden from Unregistered users?
