    Require moderator validation before new threads and posts are displayed，it is possible, we can see that the thread is who is responsible for vetting and time?

    This should be visible in the Moderator Log in the Admin CP. It is not an option to show in the front end.

        The you would need to create some sort of custom modification to do this- you can ask about custom coding on www.vbulletin.org.
