Error code 404 means file not found by the webserver. Do you have all files uploaded? Including the .htaccess file?

Yes. All the files are uploaded in the root of the directory.

If you look at the Net Panel of your browser's developer tools, what file it throwing the 404 error? If you use Firefox, you need to use Firebug.

That file is included with the system and should load properly. Make sure it is not blocked by mod_security or suhosin. You'd have to contact your hosting provider for that.

Alternatively, you should set jQuery to load from a third-party provider under Settings -> Options -> Server Settings and Optimization Options. I believe the default should be from GOOGLE's CDN. Not only does this lower the bandwidth resources needed for your server but can result in faster localized loading for your visitors.

Spent an hour on the phone with the hosting provider while they ran tests.
They came back with: The issue is the jquery file itself.
jquery is set to Google in the Settings -> Options -> Server Settings and Optimization Options menu.

Then you would need to reupload that file.... It is located in /js/jqeury

                        Done, from a fresh download.

                        Same issue.

Is it possible a config file setting is causing the issue?

Your core path is incorrect. The core path must be stated from the root of the server.

Usually something like /var/www/sites/username/public_html/core but it varies from server to server. Please use the MakeConfig.php attached above to build your config.php files. It will be able to determine the proper core path.
