Wrapping normal quote tags around selected text

I'm just wondering whether it's possible to install a button that works exactly like the quote button, but instead of wrapping [ QUOTE ] around the selected text, it just wraps " "?

No, not in the context of making an actual quote.

What you might be able to do is to restyle the bbcode_quote template to surround the quoted text with large quotation marks (or whatever).
