How can I change the thread per page globally?

Edit the module.

1. Go to any channel on your site.
2. Click "Edit Site" to the right of your username.
3. Click Edit Page.
4. Edit the Channel Display Module.
5. Change the number of topics shown per page.
6. Save the module.
7. Save the page.

If you want different values in different channels then:

1. Click Edit Page.
2. Click Save Page.
3. Set "Overwrite Template" to no.
4. Enter a new template name.
5. Save the page.
6. Follow the steps above.

How can I change the thread per page as a user preference?

There is no user setting to change the number of topics per page in a channel.
