I find that a fair number of folks somehow are able to create albums and spammers seem to take advantage of the fact that this is hidden from view and not prone to the same scrutiny. It shows up as Special>Albums on the forum. Can I turn this off without affecting the ability for registered users to post pictures including large sets of pictures on a thread? Seems like depending on the way a user uploads the photo it is part of an 'album' but not necessarily the same thing, and I am uncertain whether if I start fiddling with permissions it will affect site functionality.

All Galleries are Albums but not all Albums are galleries.
You can control which usergroups can use their Albums in the Usergroups -> Usergroup Manager. Edit the usergroup in question and change the permissions in the section labeled "Album Permissions." To prevent new members from using them while allowing older members to use them, you will need to come up with a promotion scheme to move users to a group with permission after XX number of posts. You can do this under Usergroups -> Promotions.Translations provided by Google.
