Today my host has been doing maintenance for hours and when I return my website to online I try to log in with my user account or log in as admin and the following message appears ... Is it the fault of my host or my website?

If it worked before the maintenance and doesn't work after the maintenance with no change to the software, then chances are something in the maintenance caused the problem. Make sure that the server continues to meet the minimum requirements of the software. If you were using PHP 7.3 or higher prior to the maintenance, make sure that your server is still using PHP 7.3 or higher. The most secure password storage scheme requires that version.

Did you reset your password using the reset password link? Were you able to login after that?

The most likely cause is that your password was stored as Argon2ID. While this is considered to be one the most secure password schemes, it isn't supported in PHP 7.1.

I had the same issue when going from 7.1 to 7.3. All my users got the same error and had to update their passwords.

This should not have happened. In 7.1, the default password scheme should be bcrypt with a cost factor of 10 or 15 depending on your version of vBulletin. This should have still been a valid scheme in PHP 7.3. It will still be used if Argon2ID is not available in PHP 7.3 and higher. It may be that something changed in PHP's bcrypt algorithm but I didn't see anything in the release notes that should cause this.
