It seems that "public" join-able usergroups are unfortunately a thing of the past. Our club is based on geographic chapters, so I have 'groups' set up for each geographic chapter, and the members can easily 'join' their home chapter, rather than an administrator manually sort them into usergroups. However, the usergroups seem to have more features (titles, etc.) Is there a way to sort members of groups into usergroups of the same name?

There is no way to do this without custom code.
Publicly Joinable Groups presented insurmountable performance issues when combined with Node and Channel structure of vBulletin 5. Even after refactoring how permissions were stored, accessed and cached. This is why they were removed.Translations provided by Google.
