We have been having a problem where we cannot upload attachments - they appear as a broken image. Attachments are stored in the database - switching them to the filesystem made no difference. I have tried gif, jpg and png attachments of various sizes. We are using GD for resizing.
As far as I can tell, old attachments are not showing either. But I am more concerned by the fact that I can't seem to upload new attachments.
We were having this problem at least in version 5.5.4 (that's when I was told about it) - upgrading did not solve the issue.
Anyone have any ideas? It feels like it should be a file permission thing...except that we are storing in the database.

- Does the issue occur in a default style? Yes
- Does the issue occur using the English language provided? Yes
- Error message on the screen: None (other than broken image icon)
- Browser and Browser version used: Chrome version 80.0.3987.87
- Did you clear the browser cache and did the error continue? Yes
- A list of steps that can be used to recreate the issue: 1. Click on the upload attachments button in a new reply or new topic. 2. Choose the image file 3. Click on Open (see screenshot in attachment)
