No.. vBulletin doesn't create error files. If a fatal error occurs, vBulletin has not capability of creating an Error Log. It is no longer executing as soon as the error occurs.
vBulletin is not an Application. It is a series of scripts that run under PHP and some web server. PHP and the Webserver create Error Logs if configured to do so.

It is better to pull the PHP Info from the vBulletin Control Panel under Maintenance. Depending on how your server is configured, the configuration of your directory is not the same as the global PHP configuration. The configuration of your Web Interface may also be different from the Command Line Interface.
