You're telling vBulletin to show Arabic in a character set that doesn't contain Arabic letters. You're using an English language package and that won't work.
As stated above, you need to find and use an Arabic language package and set the Character encoding to UTF-8.

you should properly set character encoding for source and target db on impex config .. you should also take care of language HTML charset defined on language settings

I have a forum on mybb
I will convert to vb4
And then upgrade to the vb5
