The new topic button and the reply button not showing up

For the regular users the new topic button all the reply button is not showing up everything is checked in the Admin CP but we still can't get the button to show up for the regular uses.

You need to check for posting permissions in two places...the 'traditional' usergroup manager, but also in Channel Management > Channel Permissions.

They should match but in cases like this they sometimes don't.

I checked in both places everything is set properly would you please take the opportunity to check everything out for me to make sure nothing is offset in the software.
