Hello, is there a way to have an email go out to an administrator email when a user *confirms* their registration? For example, when a user goes from "Users Awaiting Email Confirmation" usergroup to "Registered Users" usergroup.?

In the AdminCP go to Settings -> Options -> User Registration Options -> Email Address to Notify About New Members
Enter the email address of the person you want to be notified.Translations provided by Google.

We do manual permissions allocations for certain forum users upon registering. We also require email confirmation for registration. The benefit of having an email upon 'Confirmation' is that an admin knows to check if this potentially valid user needs his/her permission levels adjusted at that time.

As Wayne said, there's no way to do this in the current software.
Nonetheless please feel free to make a 'New Feature' request here:
We take all suggestions into account when determining the feature set for new versions but unfortunately we cannot confirm whether a particular feature will be included in a version.
