Prevent shouting between quotes

It may be that this is between two quotes or after one or something, I'm not sure.
The prevent shouting seems to have always worked as far as I know but today I woke up to a rant by one of my members...
As you can see it is set to have 5 caps allowed before dropping into normal lower-case but it doesn't seem to have worked on this thread.

Seems to be a bug. Since quotes are content, it isn't completely shouting and therefore doesn't trigger the option. A bug should be raised in JIRA. Not sure it can be fixed easily.
