Usergroup from email list

I'm making a vBulletin site for a client who wants to set specific permissions for users who are paying members of his organization. There are several hundred members.
Is there a way to upload an email list of the current members and create a usergroup that only includes users with those email addresses?

The site is not yet live.

I'm confused as to why you would need to upload an e-mail list. Do the member e-mails not already exist in their user accounts?

Are you looking to move all of the current registered users into a different usergroup or only some of them?

Only some of them. Right now, there are no registered users, but once the site is launched, the client wants to be able to separate the registered users who are also members of his organization from other users (say, prospective members).
