Post showing HTML coding

I am beginning to see html coding in posts on my site. Has anyone experience this?
The posted are copied and pasted and the message box strips the coding, which I then add during the post using the toolbar. But once saved the HTML coding is visible to the user.

Is this a bug in 5.1.7, or am I missing something?

I can. But first I need to replicate it, so far I cannot. perhaps it was just a fluke.

If the user doesn't have permission to post HTML, the raw code will show. This is by design.

HTML not showing in topics

When replying to a topic, HTML formatting shows up but when posted it shows the HTML code around the post instead of formatting the text like it should.
