5.1.6 User mentions

I just upgraded to 5.1.6. I tested user mentions, the text in the message is a url to the user but the user was not notified. Is there a setting that needs to be turned on?

The selection box in the notifications panel is selected..

Also still have the "Working" and busy cursor hanging after comments. Anyone have any ideas where I should start tracking these down. Debug info isn't giving me much to work with.
