Do you meet the minimum system requirements for vB5?
Is there an error message being displayed when your installation gets stuck?

i had Vb 5.0.4 running before and decided to go with 5.1.5 and have fresh install instead of update to 5.1.5. It does not show any error message but it did reach step 7 when i deleted the database and did all the steps again. now its stuck on step seven.

The minimum required version for 5.0.4 is PHP 5.3.0. The Minimum required version for 5.1.5 is PHP 5.4.0.

What happens if you refresh the screen on Step 7?

As there is no step 7 in the actual install script, I am guessing you're in the final upgrade sequence where the defaults are loaded from the XML files. So if it is getting stuck, the cause it probably a timeout in either MySQL or PHP. Probably MySQL. What is the wait_timeout value for MySQL on your server? It should be no less than 120 seconds.

Can't really say with the information provided here. You'll need to open a ticket with access to your server.

According to your ticket, you have the homepage set to *forum.com/core

This is incorrect and only the Core URL should refer to /core. Your homepage should be without the /core. In fact, you don't want to access /core directly at any time.
