How to update SEO/URLs after renaming a forum?

I renamed a forum to "help desk", but the URLs still show as /site-suggestions-and-queries, the old name of the forum.

Understood this may be done to prevent 404s, but how can we force it to use the new name?

Actually, you need to edit all forums and topics in this forum via the site builder.

What if i make a new forum, and then move the threads to that forum, will that work?

There's a work around for having to change every thread.

Create a second forum with the URL you desire and then move all the topics from the first forum to the new one and the URLs for the topics updated.

Yah thats what i was thinking (a few posts up)...

I tried it and it does work; and it works for forum categories as well.

Your issue seems related mostly to http://tracker.vbulletin.com/browse/VBV-6125 , even if from another part of the system.
