Why can I not see all the options in the admincp as administrator?

The user is question is listed as a super administrator in the /core/includes/config.php file?

/core/includes/xml/cpnav_vbulletin.xml has been uploaded.

Have you uploaded all files? It seems ./core/includes/xml/cpnav_vbulletin.xml is missing.

Are you listed as a Super Administrator in your config.php file?

Try to click on "Click here to view these templates".
After that click revert them if possible.
