email notifications for subscribed threads in vb 5.1.1 not working

I have members complaining that they are not receiving email notifications for subscribed threads. I am running a brand new forum using vb 5.1.1 that I downloaded and installed only 2 weeks ago.

I found that this was an issue http://tracker.vbulletin.com/browse/VBV-6543 but its supposed to be fixed in vb 5.1.1. Do email notifications for subscribed threads work for others? If yes, is there perhaps a setting that I should be looking at to get them to work ?

They should work... What settings do these people have on their notification's tab?

What are the results of the email diagnostics in the AdminCP under Maintenance -> Diagnostics?
