Is there a modification or setting change that will allow me as forum administrator to add tags to a post? My users are not designating tags and my tag cloud is not populating.

You should be able to click the Edit button in the first post and then add tags.

vBulletin 5.1.0.
It doesn't seem like registered users can tag threads started by others, even though all permissions are set to allow this.
