Push Notification for Andriod issue

I am facing problem when adding the push notification , after I continue it becomes disabled.

What is the issue.

Don't see the FireBase configuration file uploaded in the first image. It is not optional.

I completed the firebase configuration and uploaded it but it shows disabled.
