Can you try running the following command within Terminal then try re-signing the app please:

    Code:
    export CODESIGN_ALLOCATE="/Applications/Xcode.app/Contents/Developer/usr/bin/codesign_allocate"

If you've now got everything installed that's required, it may be worth opening documentation.html then re-running through all the steps from after setting up an Apple account.

In the ZIP file you download from the Members Area, open the documentation.html file and follow the instructions there - I believe tools.zip was removed in 1.3 due to the new signing process.

Which download? Xcode? I don't find the file tool.zip after the download of Xcode, now is installed. Or the instruction in area member? In these isn't mentioned Xcode

I don't undestand where is the file tool.zip. What mean "this document"? I don't see attached in the portal.
Follow the instructions included in your download. You need to have xCODE installed on your Mac for the process to be successful.
