    Import vBulletin from vBulletin Question

I messed up installing my original vBulletin site because I installed it in my Joomla database and some other applications as well. So l'm trying to cleanup before my move to vBulletin 4.0 by giving vBulletin its own database.

So my question is, I am using Impex and I am wondering, do I need to install all the Plugins/Apps before I import from the old one or can I run the import then install the plugins/apps to pull that imported data?

You could try but that is an unsupported use of Impex. In addition doing it that way will change all your existing user, post, thread and forum ID numbers. So all posted links will no longer work, as well as search engine results from prior to this import.
