The passwords can't be imported due to the salt as it would require modifying the vBulletin database which ImpEx isn't going to do. The passwords can be reset by email in the normal way.

Is there a third party tool to convert IPB hashed password to vBulletin or convert thyem to plain characters and then set in vBulletin DB ?

A hash is one way, you can't un-hash, I don't know of a hack or plugin for keeping them at the moment.
