Does Impex support import from phpBB3 beta 5?

I've tested the origional one I wrote for the beginning of phpBB3 and it was fine with beta 5, did you try it ?

No I was waiting for confirmation before I bought a new license... I need to install vb before trying to import right?

I could just test it with my current license.

A license allows for a live site and a test/development site that isn't public, you could just install again (or make a copy of your current site) and test the import, then you can see the results.
