If your other database server allows connections from other servers, that should work.

An other option would be copying the database to your new server.

can some 1 tell me an easy way to do this my database is 13mb and phpmyadmin only supports 2mb (max)sql files any easy ways to split it up

Thats usally 2 meg upload to phpMyAdmin, I've downloaded databases bigger than that via phpMyAdmin are you sure the download is fixed to 2 meg ?

Do you have ssh or telnet access to the server that has the source database on it ?

no i mean upload like you said how can i upload it if it only accepts 2mb databases when mines 13mb

FTP it up to your site, then restore it from there...
