    How do I block this IP # 223.26.131.56 in vbulletin 4.2.2 ?

              It is best to create a new topic for each support request.

              Private Messages are controlled by permissions. Turning them on simply needs a quota higher than 0 for that usergroup in the permissions.

                  In the AdminCP go to Usergroups -> Usergroup Manager. Edit the usergroup in question. Set the Private Message Quota permission to a number larger than 0. They will be able to create that many private messsages. By default, this value is set to 500 for all groups that can post in the forum.
