I have a question, I want to add a widged on top of forums, so I can pot every month a photo and users can see. I was wondering where I can find such of module, as i couldn't not found it.

This would require third party custom code to achieve, there is nothing in the product that will do this.

Almost certainly yes, since all you're effectively doing is executing some php code.

Writing the php code is the tricky bit.
