...is producing the following error...

XML Error: XML_ERR_NAME_REQUIRED at Line 3 

How can we fix this?

Tell the site that is providing the feed to update their XML so it contains the proper information.

Please note that we recommend not running vBUlletin 4.1.12 on a production site. It is considered insecure and is unsupported. You should upgrade to vBulletin 4.2.4.
