Social Group Permissions

I'm having an issue with user create social groups being about to be edited by regular users (non admin/mods) I've checked all the permissions and cannot figure out it. Normal members are able to edit groups and change the group type (from public,moderated etc)

Attempted to install a fresh version of 4.2.5 Beta 1 and same issue. 4.2.4 RC2 does not seem the have this issue at all. So it seems the issue is a problem with the 4.2.5 version.
