This happens when a user is not logged in and using internet explorer. Chrome, Firefox, and Safari appear to be fine.

The only thing I see is that when I scroll down, the navigation bar stays on top of the screen.

I think you have open extra <center> code without close </center> check the templates you have edited maybe its ad_global_below_navbar add </center> at its end
