There is no way to block someone. They can always register under a new IP and username.

Do you have a particular person that keeps registering and causing problems?

You can ban via IP range (AdminCP -> Settings -> Options -> User Banning Options) or ban a specific registered user in the User Manager.

Not really.

You can ban someone's account and IP (or IP range) and they can just use another IP (if they can) that is not in the banned range.
