[Forum] Create thread with big letter issue

When I create a thread with big letter, it displayed with small letters. I want it to be displayed with big letters.

I think by default it's set to: Prevent 'SHOUTING'

AdminCP > Settings >> Options >> Message Posting and Editing Options
