[Forum] Can a moderator, or limited Admin, setup/edit new users?

I'm setting up a new vBulletin forum. It will have a small group of users (a couple hundred) and as a result we are planning to turn off public registration. So, rather than dealing with hundreds or thousands of bogus registrations going into the moderation queue, we want to just manually create our users.

My question is about permissions. What is the best way to give a group of moderators access only to create/modify users, without having access to other parts of the VB admincp where they might poke around and break stuff?

If you go to:

-admin control panel
- usergroups
- administrator permissions

Then assuming that you have already set up more than one administrator, to the right of the table that comes up, you'll see "edit permissions".

There you can click "on" or "off" the permissions you want to allow each administrator.

You can allow administrators to "Can administrate users" by clicking yes and this allows administrators to manually approve people without seeing other features on the board if they are turned off. I don't know of any way to allocate specific administrators to specific usergroups on the board.

It must be done as jdj suggests. They need to be Admins (although you can limit their permissions to only deal with users.) Moderators can not create users.

Forgot to say: If you've not used vBulletin before and you're wondering how to create admins then go to

admin cp
users
search for users

Find the user you want to turn into an admin

Click on "user name" to be taken to the user's screen. There on the right hand side under "usergroup options" you can tick the box making the user an administrator.

After that it's back to

Admin CP
Usergroups
Administrator permissions

From memory, in order to be able to change administrator permissions that particular user also needs to be specified as able to do it in the config.php file.
