Search for part of the phrase under Language Manager and edit the phrase to you liking.

This could be due to one of several reasons
To be or not to be... Where the hell is the question????
My psychiatrist told me I was crazy and I said I want a second opinion. He said okay, you're ugly too

The name of the phrase for the first screenshot is: nopermission_loggedin

You can change the phrase in admincp under the phrase options.

The 2nd phrase doesnt seem to be original by vBulletin but from some addon you have installed.

Changes phrases in admincp by using 'Languages & Phrases' -> 'Search in Phrases' if you want to find a phrase, you'll see multiple options there.

The phrase from that screenshot is not origin vBulletin and comes from some addon you use, whichever that is. So either you ask the author of that addon or simply use the search in admincp via 'Languages & Phrases' -> 'Search Phrase'.

You can also try asking over on vBulletin.org Forum.
